JEDE COVID-19 Update for July 14, 2020

MAJOR ANNOUNCEMENTS

  • More Businesses Ordered to Re-Close:  Based on rising COVID-19 cases, the state has ordered the closure of all indoor operations in the following sectors:  restaurants, wineries and tasting rooms, movie theaters, zoos, museums, cardrooms, and family entertainment centers, including bowling alleys, miniature golf, batting cages and arcades.  Additionally, bars, brewpubs, breweries, and pubs have been ordered to close all operations both indoor and outdoor statewide, unless they are offering sit-down, outdoor dine-in meals. Alcohol can only be sold in the same transaction as a meal.  https://www.cdph.ca.gov/Programs/OPA/Pages/NR20-158.aspx  Counties that have remained on the County Monitoring List for 3 consecutive days also are required to shut down the following industries or activities unless they can be modified to operate outside or by pick-up:  fitness centers, worship services, protests, offices for non-essential sectors, malls, and personal care services, like nail salons, body waxing and tattoo parlors, hair salons and barbershops.  There are currently 28 counties on the 3+ days County Monitoring List, including Sacramento County. 80% of Californians Live in Counties Subject to New Closures.  https://covid19.ca.gov/roadmap-counties/

  • DC Football Team Changes Its Name:  The American Indian Chamber of Commerce of California issued this statement following the announcement by the DC NFL franchise to change the team’s name.

FINANCIAL PRESSURES FINALLY CONVINCE NFL TEAM
TO CHANGE THIS RACIST LOGO
After years and years of asking for change, protesting this imagery and activism in Indian Country, it took FedEx, Nike and PepsiCo amongst other businesses to pull sponsorships and products to “force” the owners of the NFL’s Washington team to finally agree to rename and rebrand the team’s mascot.
The Chamber applauds these companies for their stance in informing the NFL and this team that they were against this mascot and using their financial strength to assist in eliminating this racist slur that has been used for years as a team name and logo.  Reality is money is power.
Any negative subconscious imagery is harmful for the perception of any people and in this case our people.  Thanks to all of the great organizations, tribes and individuals in Indian Country who have worked tirelessly on this issue.
This issue is not over – there is still a need to eliminate the Cleveland Indians, the Atlanta Braves, Tomahawk Chop Cheers, Sing-Song Kansas City Chiefs Style Cheers, and thousands of other professional and school mascots nationwide. This is a great win though!”

 

  • Buildout California:  A new statewide chamber of commerce has been launched, Buildout California.  According to the website, Buildout California is the world’s first LGBT Industry Association dedicated to the sustainable growth of LGBT owned & certified businesses, and our allies, in the fields of Architecture, Engineering, Construction Services, Real Estate Development, and Related Industries.  Among the organization’s 18 founders is Chris Holden with the Nor-Cal Financial Development Corporation, the state’s local administrator of the California Small Business Loan Program.

  • Support for Black Entrepreneurs:  Black Humboldt and the National Association for the Advancement of Colored People (NAACP) established a grant program which will make awards to Black-Owned businesses.  The program was established with the funding from Humboldt and with the support from the Humboldt Area Foundation. Current funding will allow for 10 individual grants of $1,000 each.  https://www.blackhumboldt.com/

  • Project REACh:  The Office of the Comptroller of the Currency announced the launch of Project REACh to promote financial inclusion through greater access to credit and capital.  REACh stands for Roundtable for Economic Access and Change.  Under the REACh initiative, the Comptroller will convene people who have the ability to address the systemic inequalities in the US financial system, including the challenges of accessing credit and capital.  The initiative will bring together leaders from the banking industry, national civil rights organizations, business, and technology to identify and reduce barriers that prevent full, equal, and fair participation in the nation’s economy.  https://www.occ.gov/news-issuances/news-releases/2020/nr-occ-2020-89.html

  • Climate Smart Insurance Products Database:  Insurance Commissioner Ricardo Lara launched the Climate Smart Insurance Products Database.  According to the announcement, this is the first-ever consumer-oriented list of green insurance policies. “With hundreds of climate-related insurance products already available to consumers and businesses, the California Department of Insurance has developed this database to help the public understand and access these products and encourage further insurance policy innovation in commercial, homeowners, and auto lines, among other lines.”  The development of this database is among the top recommendations in a June 2020 report released by Ceres, an environmental nonprofit group, which believes that such a database would be a valuable tool in reducing emissions and increasing resiliency.

  • Find Something New Campaign:  The White House backed a national ad campaign highlighting alternative ways to start a career, Find Something New.  The Find Something New campaign was created by the Ad Council, in partnership with other private and public organizations, to inspire and empower Americans to achieve career success.  According to the news coverage, the initiative is targeting students, mid-career workers and the millions of people who are now unemployed because of the coronavirus.  Another partner in the Find Something New campaign is the American Workforce Policy Advisory Board.  https://findsomethingnew.org/

  • California Manufacturers are Hosting a Survey on PPE:  CMTA is hosting a survey on SAFELY MAKING CA.  They are trying to gather information to better serve the manufacturing community and the many other industry sectors during COVID-19 that need PPE.

UPDATE ON COVID-19 PROGRAMS AND INITIATIVES

  • Update on Shop Safe Shop Local Campaign:  The President and CEO of the California Retailers Association, Rachel Michelin, was interviewed by Politico's Carla Marinucci on Friday discussing Governor Gavin Newsom's Economic Recovery Task Force and the Governor's Office of Business and Economic Development's Shop Safe Shop Local campaign. 

  • Businesses Advocate for States to Enforce Mask Ordinances:  According to The Hill, businesses across the US are asking governments to set and enforce mandatory mask wearing.  With a growing number of states and cities imposing mask orders to slow the spread of COVID-19, there has been an increasing number of clashes between employees and customers.  Businesses have stated that it is not fair to leave retailers and restaurants to enforce these rules. Further, wearing a mask is one of the best solutions for getting the economy restarted.  “If we all wore a mask, it would substantially mute the transmission of this disease and we would grow faster. We would have a lower unemployment rate. We'd grow faster.   • US and Canada Border to Remain Closed:  According to several US and Canadian news outlets, the border between the countries will remain closed to non-essential travel until at least August 21 due to the ongoing rise of COVID-19 cases stateside. 

  • PPP Aggregate-Level Data Update:  The SBA released program utilization information for the Paycheck Protection Program.  As of July 10, 4.9 million PPP loans have been approved in the US for a total of $517.4 billion.  In California, 584,057 PPP loans have been approved for a total of $67.4 Billion.  Link to a PowerPoint displaying data for loan activity through 7/10/2020:  https://www.sba.gov/document/report-paycheck-protection-program-report-through-july-10-2020

  • EIDL Aggregate-Level Data Update:  The SBA released program utilization information for the Economic Injury Disaster Loan.  As of July 3, 2020, 2.2 million EIDL loans have been approved in the US for a total of $134.6 billion.  In California, 370,254 EIDL loans have been approved for a total of $24.8 billion.  Link to a PowerPoint displaying data for loan activity through 07/03/2020  https://www.sba.gov/document/report-covid-19-eidl-loans-report-7-03-20

  • SBA Weekly Lending Reports:  The US SBA released its weekly lending report for the week ending July 10, 2020.  The report includes information on the SBA 7(a), 504 and Advantage loan programs.  https://www.sba.gov/sites/default/files/2020-07/WebsiteReport_asof_20200710.pdf

  • CA Small Business Loans:  The Governor’s Office of Emergency Services receives updates from the SBA on small businesses that are utilizing the two federal disaster loan programs, the Economic Injury Disaster Loan and Paycheck Protection Program.
