Unprecedented Surge in COVID-19 Cases Continues: Below is the most current CalOES status update.
Update to COVID19.CA.gov: California’s official COVID-19 website has been updated to reflect the new small business programs. It is well put together and could be a useful new link (https://covid19.ca.gov/business-and-employers/) A selection from the updated website is below.
California and the federal government are providing broad assistance to small businesses and employers impacted by COVID-19. This includes:
Tax relief, including deferrals and credits
Providing capital to the California Rebuilding Fund to support small business loans
Small Business Debt Relief for existing Small Business Administration (SBA) borrowers
Federal small business stimulus programs like Paycheck Protection Program and Economic Injury Disaster Loans
State-supported small business centers that provide direct assistance from a local advisor
Authorization for local governments to halt evictions for commercial renters
Mnuchin Testifies Before Congress: US Treasury Secretary Steven Mnuchin testified before the Congressional Oversight Commission on December 10, 2020. https://home.treasury.gov/news/press-releases/sm1207 The primary focus of his testimony was the $17 billion National Security Loan Program, which authorizes loans to businesses critical to maintaining national security. The authorizing statute provided no specific definition of which businesses were to be included within the loan program. The US Treasury, after consulting with Department of Defense and the Office of Director of National Intelligence, established a definition and has awarded 11 loans totaling nearly $736 million. “Many of the companies we initially expected to take part in the program were able to raise funds in the capital markets, leaving most of the available loan funds unused. Going forward, I urge Congress to re-allocate these funds to provide relief for aviation industry workers.”
Update on Federal Stimulus Package: According to news reports, the $908 billion stimulus package proposed by a centrist group of Senators has served as a catalyst for re-engagement on a package prior to US Congress leaving for the year. Among other proposals, the Administration is proposing a $916 billion coronavirus package that includes $600 stimulus checks and no federal unemployment benefit. According to Bloomberg, the Administration’s proposal is “essentially a joint proposal from the White House, Senate Majority Leader Mitch McConnell and House Republican leader Kevin McCarthy. Mnuchin said he conferred with President Donald Trump, whose support will be needed to gather GOP votes.” Key provisions of the various proposals being discussed:
Supplemental UI Payment: Provide enhanced federal unemployment benefits for four months at a rate of $300 per week – Administration proposal excludes this provision, but House Dems are pushing to make this a mandatory component of any package.
PUA Extension: Extend expiring UI benefits and the Pandemic Unemployment Assistance Program, which expires on December 26, 2020 – Administration proposal includes this provision
Stimulus Payments: $600 stimulus checks with an additional $600 per child – Administration’s proposal – President-elect Biden has expressed support for another round of stimulus checks
Liability Waiver: A six-month moratorium on coronavirus-related lawsuits – important to the Administration, the centrist Senators proposal, and possibly to the broader Senate Republican Caucus – Democrats have said they are opposed to this provision – Mnuchin is quoted as saying that this provision is linked to the state and local funding, either both are in or both are out
State and Local Funding: $160 billion in funding for state and local governments – ongoing discussions include making this appropriation higher – the Administration proposal agrees to $160 billion
Small Business Funding: $288 billion in funding to support small business, including additional Paycheck Protection Program (PPP) funds – all groups seem to agree on more PPP funding
Re-Open Schools: $82 billion in education funding – the Administration’s proposal proposes $100 billion
Vaccine Deployment: $16 billion for vaccine development and distribution as well as contact tracing and Covid-19 testing – does not appear to be included within the Administration’s proposal
USPS: $10 billion for the US Postal Service – included in the centrist Senator proposal, but not included in the Administration’s proposal
Student Loan Relief: $4 billion for student loan relief – included in the centrist Senator proposal, but not included in the Administration’s proposal
Prevent Wildfires and Protect Reliability of Power Lines: The US Forest Service, located within the US Department of Agriculture, opened a public comment period on two proposed directives that are intended to address wildfire safety and reliability for power line operations on national forests and grasslands. https://www.fs.usda.gov/news/releases/usda-forest-service-proposes-changes-directives-help-prevent-wildfire-and-protect According to the announcement, the proposed directives implement provisions in the 2018 Farm Bill and amendments made in 2018 to the Federal Land Policy and Management Act. The 30-day public comment period ends January 11, 2021.
Expiring Federal UI Benefits: The California Employment Development Department issued a reminder to Californians currently receiving certain unemployment insurance payments authorized by or funded through the federal CARES Act, that these benefits are scheduled to expire December 26, 2020. Absent US Congressional action, an estimated 750,000 Californians will be impacted by the termination of the Pandemic Unemployment Assistance (PUA) and Pandemic Emergency Unemployment Compensation (PEUC) programs. https://www.edd.ca.gov/About_EDD/pdf/news-20-65.pdf EDD is also sharing information about other resources that are available to assist individuals needing additional help due to the expiration of these programs, including CalFresh.
National Space Council: The US Commerce Secretary Wilbur Ross spoke at the eighth meeting of the National Space Council. https://www.commerce.gov/news/speeches/2020/12/remarks-commerce-secretary-wilbur-ross-eighth-meeting-national-space-council In addition to recognizing SpaceX’s 100th successful commercial Falcon 9 rocket launch and noting other commercial space flight accomplishments, the Secretary noted how the Administration’s pro-space agenda and the work of the National Space Council to remove regulatory obstacles have helped to foster the US’s dynamic aerospace industry sector. OPENING OF THE 2021-22 LEGISLATIVE SESSION
Opening of 2021-22 Legislative Session: On December 7, 2020, the Senate and the Assembly met and convened the 2021-22 legislative session.
Senate President pro Tempore Toni G. Atkins, in her opening remarks, said that “the Senate would continue to focus on COVID-19 prevention and response, economic relief and recovery, and chronic challenges facing California that have been made worse by the pandemic.” www.senate.ca.gov/Atkins
Speaker Anthony Rendon announced he is appointing Assemblymember Eloise Reyes as Assembly Majority Leader for the 2021-22 Session.
Assembly Speaker Rendon, in his opening remarks, stated the “success in the coming session will depend on that collaboration, but it will also take a focus on some key issues. One of those is police decertification. This is a continuation of our drive to make public safety in California truly about the safety of the public, not that of any special interest… California also must build on the work that we are doing on climate change… This is something made even more urgent by another record-breaking year of wildfire… There is something else California needs to model. That is environmental justice… As we legislate to move to a cleaner economy, we need to ensure that economic inequality does not grow. California cannot put the brakes on carbon-generating industries without having a strategy to support the Californians working in those industries. Blueprint for a Responsible Budget: The Assembly Committee on Budget and Fiscal Review released its Blueprint for a Responsible Budget. https://abgt.assembly.ca.gov/sites/abgt.assembly.ca.gov/files/2021%20Assembly%20Budget%20Blueprint.pdf The Blueprint serves as a guide for the Assembly review of the Governor’s proposed budget and the development of Assembly budget proposals. Under the heading of Recover, the Blueprint stated the following:
Provide coordinated and streamlined assistance to small businesses and nonprofits
Create a state program to prevent evictions and support mom-and-pop landlords
Modernize the Employment Development Department and eliminate the unemployment insurance backlog, including delays in benefits due to fraud
Increase re-training programs at community colleges to help unemployed workers, including expanding professional development centers
Create a Climate Crisis investment plan to guide the expenditure of GGRF revenue, including funding for clean transportation, air pollution mitigation, and adaptation
Develop an infrastructure strategy to stimulate the economy and benefit communities that have been left behind, including: addressing polluted water systems, cleaning up abandoned toxic sites, expanding affordable broadband, and building farmworker housing

Dee Dee Meyers: Governor Gavin Newsom announced the appointment of Dee Dee Myers to serve as Senior Advisor to the Governor and Director of the Governor’s Office of Business and Economic Development (GO-Biz). Prior to joining the Newsom Administration, Myers served as Executive Vice President of Worldwide Corporate Communications and Public Affairs for Warner Bros. Prior to that, she was a Managing Director of the Glover Park Group, where she counseled corporate and non-profit clients on strategic and crisis communications, reputation management and strategic positioning. Myers also served as White House Press Secretary during President Bill Clinton’s first term and was the first woman to hold the position. “After leaving the White House, she worked as a Political Analyst, Commentator and Writer as well as a Contributing Editor to Vanity Fair. She is Author of the New York Times best-selling book ‘Why Women Should Rule the World.’ She also co-hosted the CNBC political talk show “Equal Time” and was a consultant on the Emmy Award-winning drama series “The West Wing.” Before joining the Clinton presidential campaign in 1991, Myers worked on a number of local, state and national campaigns. She served as Press Secretary for Dianne Feinstein in her 1990 bid for governor of California and worked on the presidential campaigns of Governor Michael S. Dukakis and Vice President Walter F. Mondale. Myers also worked on the staffs of Los Angeles Mayor Tom Bradley and California State Senator Art Torres. Myers is a Director of Wynn Resorts, Ltd. and serves on the boards of the Smithsonian’s National Museum of American History and the Mayor’s Fund for Los Angeles.”
Trelynd D.J. Bradley: Governor Newsom announced the appointment of Trelynd D.J. Bradley to serve as a Senior Business Development Specialist at the Governor’s Office of Business and Economic Development, where he has served in that role since 2019. https://www.gov.ca.gov/2020/12/07/governor-newsom-announces-appointments-12-7-20/ “Bradley was a Policy Analyst at the Governor’s Office of Planning and Research from 2018 to 2019, where he served as an Executive Fellow with the Capital Fellows Program from 2017 to 2018. DATA, SURVEYS, AND ANALYSES
State Unemployment Benefit Data: The Employment Development Department (EDD) released new unemployment insurance data for California on December 5, 2020. https://www.edd.ca.gov/newsroom.htm Among other information, the weekly Unemployment Benefits report for the period prior to the shutdown states:
36,426 initial Unemployment Insurance (UI) and Pandemic Unemployment Assistance (PAU) claims were filed for the week ending December 5, 2020.
Over 10.3 million initial unemployment benefit claims have been filed with EDD between March 14 and December 5, 2020.
November US Employment Data: US Bureau of Labor Statistics released national-level employment data for November 2020. https://www.dol.gov/newsroom/economicdata/empsit_12042020.pdf According to the report, total US nonfarm payroll employment rose by 245,000 jobs in November, reflecting a 6.7% unemployment rate (down 8% since the high in April 2020). In releasing the data, the BLS stated: “However, the pace of improvement in the labor market has moderated in recent months. In November, notable job gains occurred in transportation and warehousing, professional and business services, and health care. Employment declined in government and retail trade.”
Job Opening and Labor Turnover: The US Bureau of Labor Statistics released national and regional data on job openings and labor turnover for October 2020. https://www.bls.gov/news.release/jolts.nr0.htm According to the announcement, the number of job openings (6.7 million) and hires (5.8 million) changed little over the prior month. The sectors with the largest increases in job openings included: health care and social assistance (+122,000) and state and local government education (+23,000). Separations showed a marked increased to 5.1 million, an increase of +263,000 over the prior month. This release provides data on the numbers and rates of job openings, hires, and separations for the total nonfarm sector, by industry, and by four geographic regions.
GDP by County: The US Bureau of Economic Analysis released data on real gross domestic product (GDP) by county for 2019. https://www.bea.gov/news/2020/gross-domestic-product-county-2019 According to the announcement, GDP increased in 2,484 counties, decreased in 612 counties, and was unchanged in 17 counties in 2019.
The average change in real GDP for the US was 2.2%.
The biggest positive change in GDP was +62.5% in Greensville + Emporia, VA, and the largest decrease was in in Jackson County, WV, with -34.2% change.
Los Angeles County, CA, had the highest GDP in the nation, reported as $726.9 billion.
Santa Clara County ranked 2nd highest in the state with estimated real GDP of $318.1 billion.
Orange County ranked 3rd in the state with estimated real GDP reported at $233.3 billion.
Sierra County ranked 58th in the state with estimated real GDP of $112 million.
Career Opportunities in Agriculture: The National Institute of Food and Agriculture and Purdue University issued a report, Employment Opportunities for College Graduates in Food, Agriculture, Renewable Natural Resources and the Environment. A key finding of the report is that there is strong job demand for new college graduates with degrees in agricultural programs. https://www.nifa.usda.gov/press-release/employment-outlook-promising-new-college-graduates-agriculture According to the announcement, there will be 59,400 job opportunities becoming available between 2020 and 2025. This reflects a 2.6% growth from the previous five years. Further, the report found that employer demand exceeds the number of students graduating with bachelor’s degree or higher in agriculture-related fields. [California is the top ag producing state in the nation and is home to several top-ranked colleges and universities based on their agriculture programs.]
SBA 7(a) Program Evaluation: The US Small Business Administration (SBA) released its internal evaluation of the agency’s implementation of CARES Act debt relief for borrowers in the 7(a) loan guarantee program. The CARES Act provided $17 billion in debt relief to borrowers in the 7(a), 504, and Microloan programs. https://www.sba.gov/document/report-21-03-evaluation-cares-act-debt-relief-7a-borrowers The evaluation found that SBA had appropriately and effectively implemented those provisions by providing $2.6 billion in debt relief to more than 224,000 borrowers of 7(a) loans. The SBA also found opportunities to improve payment controls to ensure only eligible borrowers receive subsidy payments.
CURRENT GUIDANCE ON STATE COVID-19 AND RECOVERY ACTIONS

Unprecedented Surge in COVID-19 Cases Continues: Governor Newsom issued a Regional Stay at Home Order that will be triggered if Intensive Care Unit (ICU) capacity drops below 15% within a given region. The Order designates five regions, which cover all areas of the state. https://www.gov.ca.gov/wp-content/uploads/2020/12/12.3.20-Stay-at-Home-Order-ICU-Scenario.pdf
Regional Stay at Home Orders become effective within 48 hours and remain in place for at least three weeks. Under the Regional Stay at Home Order:
Gatherings of any size are prohibited and all operations must close except for critical infrastructure and retail.
There are also requirements for 100% masking and physical distancing.
Existing state guidance regarding K-12 schools is not impacted.
The Regional Stay at Home Order serves as an overlay to the Blueprint for a Safer Economy and is designed to intercede quickly to avoid a health disaster.
Status Report: Currently three of the five regions are under the Regional Stay at Home Order, which is triggered when ICU capacity is less than 15%. Northern California (26.6% ICU capacity), Bay Area (16.7%), Greater Sacramento (14.8%), San Joaquin Valley (4.5%), and Southern California (6.2%).
The five regions are designated as follows:

Blueprint for a Safer Economy: Businesses can check out the status of the reopening of their county through the Blueprint for a Safer Economy (https://covid19.ca.gov/safer-economy/). This is the state’s four tier reopening plan. Tier 1 (purple) has the most restrictions and Tier 4 (yellow) has the fewest.
Equity Metric Added to Blueprint for Re-Opening: The Blueprint for a Safer Economy was expanded on October 6, 2020, to include a health equity metric. This information will be used in combination with the county’s case rate and test positivity rates to determine a county's tier. https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID-19/CaliforniaHealthEquityMetric.aspx The purpose of this new metric reflects the disproportionate impact COVID-19 has had on certain population groups, including rates of hospitalizations and death.
Shop Safe Shop Local: GO-Biz is leading a campaign to remind Californians to shop local and help small businesses prepare for the business realities of COVID-19. The #ShopSafeShopLocal website highlights free / discounted resources to help small businesses get digital, find e-commerce tools, learn more about industry guidance, locate small business centers, and access PPE. https://business.ca.gov/shopsafeshoplocal/
Safely Making Web Platform: California manufacturers who produce PPE, including face masks and gloves, can advertise their wares on https://www.safelymakingca.org/. The website is a joint effort by the California Manufacturers and Technology Association (CMTA) and the State of California. A manufacturer does not have to be a member of CMTA to participate. To apply, manufacturers should complete this form. At his September 9, 2020, press conference, Governor Newsom announced that the web platform currently included 450 California manufacturers.
STATUS REPORTS ON SMALL BUSINESS LENDING

California Small Business Grants: GO-Biz has been authorized to establish a $500 million grant program for small businesses and small nonprofits that have been negatively impacted by the COVID-19 pandemic. GO-Biz issued an RFP for a single entity to administer the grant program. All bids were due on December 10, 2020, with contracts signed before the close of the year.
COVID-19 Payment Protection Program: This program is closed to new applicants. As of August 8, 5.2 million PPP loans have been approved in the US for a total of $525 billion. COVID-19 EIDL Aggregate-Level Data Update: The US Small Business Administration released program utilization information for the COVID-19 Economic Injury Disaster Loan (EIDL). As of November 23, over 3.6 million EIDL loans have been approved in the US for a total of $194.3 billion. In California, 60,893 EIDL loans have been approved for a total of $34.5 billion. CA Small Business Loans Addressing the Wildfires: The Governor’s Office of Emergency Services received updates from the US Small Business Administration on small businesses that are utilizing the Economic Injury Disaster Loan and Home Loans.

Small Business Disaster Loan Guarantee Program: The Small Business Finance Center at the California Infrastructure and Economic Development Bank administers a credit enhancement (loan guarantee) as a way to encourage traditional and mission-driven lenders to loan money to small businesses who have been impacted by a disaster. Tracking UI Benefits: The California Employment Development Department (EDD) launched identity verification technology to help address the backlog of unprocessed unemployment benefit applications, including the Pandemic Unemployment Assistance. Progress in eliminating the backlog are tracked through these two data dashboards:
Unemployment Initial Claims Backlog Dashboard: As of December 5. 2020, 342,956 individuals have been waiting more than 21 days for an initial payment or to be notified that they do not qualify for benefits.
Unemployment Continued Claims Backlog Dashboard: As of December 5, 2020, 363,538 individuals received at least one payment and are now waiting more than 21 days for further processing of payment or disqualification in this week-by-week eligibility based program.
Great Plates Delivered: The Great Plates Delivered program provides three meals a day to qualifying seniors. FEMA granted a 30-day extension to allow the program to continue to January 7, 2020. The Inland Empire Chamber of Commerce announced that Spectrum Reach is promoting a nationwide campaign to encourage consumers to support local businesses during the upcoming holiday season. Spectrum Reach will be creating an interactive online directory to help people identify local businesses.
